I do not like Fleur, but, thanks to fan fiction author hp_fangal, I do understand her, at least a bit.¹

Fleur has faced incredible prejudice in her life, most of it because she has a veela grandmother, but part of it because she is, a beautiful woman.² Unfortunately, the self-defence mechanism that she has developed in response to the unthinking unreasoning dislike that she faces from the other girls and women she meets is a projected self-confidence that comes across as arrogance. How much of it is a projected front and how much of it truly is arrogance is an unanswerable question. Mrs. Rowling has not given us that level of insight into Fleur’s character.
